“A level playing field” for port facilities as regards competition

A British Ports Federation view

Continental European governments are subsidising both the operating and investment costs of their major ports. Thus these ports are able to keep their port charges at an artificially low level, so causing distortions to competition, e.g.:

— The finances of the port and the city of Hamburg are merged together. The port is capitalised and financed by the city. The Federal Government pays for the dredging of the Lower Elbe.

— Rotterdam—local and central government have, in the past, funded all berth developments and the local authority, which owns the port, finances construction, dredging and maintenance of berths.
